Anyone else think Bomb shelter/bunker too strong

With bomb shelters and SDI nukes are almost pointless. -75% damage and 75% interception rate? Also with bunkers, with planes truly starting to become useful it makes it hard to really help you alot unless you build a ton of them.
While some might call this realistic it makes unbalenced gameplay
 
Yeah seeing how its 2006 and sdi is still on the drawing board, it's inconceivable that even by 2050 (end of the game) it would have anywhere near 75% intercept rate if it's ever built at all. I would have no problem with the shelters if it only applied to population and units. You can't exactly stuff your improvements into that shelter so it should not apply to them.
 
Heck even the Patriot missile system doesn't particularly enjoy 75% interception rate.
I do agree the bomb shelter / bnkers are too strong, but then in the only game where the AI decided to build the manhattan project, I immediately decided to build a small nuclear arsenal of my own to make him less inclined to try; that and I build the SDI pretty much immediately.
 
I only really use my nukes on troops rather than the actual cities if i know that a civ has SDI and bomb shelters.

Bunkers being that usefull against nukes seems unrealistic, especially buildings cannot be protected.
But normal bunkers are in fact rather efficient, the allies bombed germany realy hard in WW2, yet just 500000 people died(of something like 50 million) and military production was slightly rising between 42 and 44, though it would have surged far higher without bombing as the US and GB military productions did.
The main reason, the bombing was not that devastating to Germany, was, that starting around 1934-36 shelter rooms were built/equipped in all bigger cities and the police/etc. were trained to handle the situation.
