We need more Caravans than Archers.
Elysium is building a Wonder, hopefully Copernicus.
We can keep 70% Max Science and maintain a treasury of $200 gold.
TFalls is 26/40 Temple in 5, then start a unit, a Caravan.
Bedfont Lakes has no guard, and we can keep it so.

I think we need a Diplomat and another unit for the Trireme, a Settler would be premature. I recommend we pull the Warrior near Gabba Gabba to go exploring for us. The LN Warrior is another possibility. And we have a CJ Archer that can head South. Where to get a Diplomat? Let's pull it from LC, and build another one up North somewhere instead of a Caravan.

We are not sure if we will learn Astronomy in 14 turns or 20. If sooner, we need Caravans right now. If later, we can afford to build a Diplomat or two.

Nearly all items are recommended, these in particular:
Please vote to change the GG Archer to instead a Caravan!
RC Fish Serf to Road, then Caravan in 3 turns.
Deliver Wine Trade Caravan, and all others to stockpile.
Gabba Gabba Warrior, walk down to board Trireme.
Move Civvium Warrior back into town and fortify.

It is time we reconsider the diagram in Strategy of Productivity. Four more roads and MonkE's Yellow Path is complete. That is in this poll "TF Settler, NW of GG, S to Road Forest etc" and "Plains N of Little Nemo"
 
I would like a settler (maybe the one SW of RC) and a unit (GG warrior?) to board the boat initially and go to the island SE of RC. If it looks to be safe (ie no units, roads, irrigation etc) then try and land the units to found new town. Then send the boat back to meet the dip arriving from RC to go exploring.
 
if GG warrior go colonized outside, finish the archer would be safe..., no ?
 
The thread Civil Disorder suggests why Gabba Gabba, an interior city, will operate best with no guard. We can send the Warrior away. GG is size 2 with Black Dude, working 2 Forest, no growth, and can produce one caravan every 10 turns ... forever. With IPRB $11, fewer than 10 turns.

Now that I look at this, TFalls is the same situation. Warrior encamps outside the city, eliminate Elvis, serf works GLS Road, then Temple in 5 (Warrior moves back in and fortifies) and grows in 6.

Jayne suggests the LN Settler (SW of RC) sail and found a city on the new island. Ok, if it proves safe. I would rather that settler finish the road N of Little Nemo first. If we need a quick Settler, there is already an LN Settler down there building the Road to Civvium. We find a small island, the Roading Settler sails away, and the other LN Settler comes down on the road to finish the roads for Civvium.

Do we agree to pull the Dip from LC and put it on the Trireme? A Diplomat is usually the best explorer, since it can purchase None units wherever it goes. The Trireme can sail SW a bit, waiting for units, then sail East.

I would prefer 2 settlers, or at least 1 settler+1 warrior, instead of 1 S+ 1Dip in a boat....
As it was said, if the place is good, we earn more time

Deliver the Wine shipment from RC to Elysium, at max trade
  ReHome using City Menu in REGIA CIVITAS.
  Change both cities to max trade (Silk Gems Ocean) at delivery,
    Then change them back to normal as necessary.
All other Caravans muster near Elysium to build Cop's.

Gabba Gabba, Archers 25/30 in 1, switch to Caravan instead, recommended,
