Ladies and gentlemen,
My apologies for the lack of updates to the general council. But as you know, the recent radioactive bombing of Kuala Lumpur and Bangkok has made meetings almost impossible due to a lack of venue.
However, I should be able to update everyone on the status of APETO.
Project SEAINT is well on it's way and the many millions of ringgit provided by all member nations have enabled the SEAINT centre to expand to cover biological and chemical damage control as well, and all member states will receive the benefits of it.
Project Barney is well on it's way, and as of now, there is a team of 40,000 Peacekeepers who can, and already have proven themselves in cleaning up radiation in Bangkok and Kuala Lumpur.
However, some nations haven't built up their teams yet and as such, member-states owe by year's end: -
The Phillipines - 4 eco
New Khmer Empire - 1 eco
South Vietnam - 2 eco
Thailand - 1 eco
(OOC: I'm not really sure, please reconfirm with me if there was an error in accounting)
Nothing much to vote on, really. Except for the fact that Brazil wishes to join APETO. However, I have proposed that we combine APETO and SADETO, and hopefully cover all Southern Hemisphere free nations.

Thailand votes aye on the proposal to unite APETO and SADETO, South Vietnam will not vote until such time as South Vietnam has more time to study the proposal. South Vietnam is not comfortable with the idea of being associated with a bunch of psuedo-fascist countries.

Mr. Ivanov would like to point out that the current condition of Coalition-SADETO relations are at a low, and are deteriorating quickly due to SADETO support of a militant terrorist organization that undermines Coalition work in South America, and thus warns that a unification with SADETO may not be prudent at this time.

South Vietnam reminds fellow APETO members that listening to the idle and constant threats of the CER is not worth our while, the CER must not be allowed to bully around APETO as it wants to, there must be consequences if it tries to continue doing so.

Brazil wishes to point out that CER is not williing to listen to any of the arguments. The group is not terrorist and works outside communist-controlled states. We've told CER numerous times about this, but it seems that they want a conflict.

However SADETO is another story. Certain members of SADETO have been supporting militant anti-Russian groups, and unless they stop Russia will be forced to use our military to end this support. Should APETO and SADETO unite, it may present a problem where you would be called upon by SADETO to help defend a government that supports and encourages terrorism, and that would bring you into conflict with Russia. Are you by any chance refering to Australia that has ordered nuclear bombings of India that would have destroyed this world at least two times over?
Or perhaps to the USA, who have claimed the moon for themselves and who have threatened nuclear war every time anything in this world did not go their way?
I do not know about you, but I personally was very lucky to live through the events of 1962, and I do not wish for them to repeat, and it is Russian policy to do everything possible to prevent another nuclear war.
Now, perhaps you are talking about SADETO, the Fascist governments that have funded and organized a terrorist and a militant group to fight against Russian interests in South America. Again, I am not sure about you, but such an act is seen by the Russian government as provocation for a war. However! We have not attacked SADETO and have diplomatically warned them, and if they stop these actions, there will be no war.
So which one of those nations is 'innocent'? The one that ordered nuclear bombings of India and would have carried them out have we not stopped them? Or a crazy corrupt dictator threatening nuclear war every other day? Or maybe, it is the Fascist government of Brazil that supports terrorism. If I recall correctly, the United States of America were a flourishing democratic nation and only became officially classified as a dictatorship after the nation was invaded by the Joint Communist Force and the US leader granted emergency powers.
If I recall correctly, the CER and United States have settled the Moon issue in their own private forum.
And if I recall correctly, SADETO turned into demo-fascism in response to the CER's aggressive action.
Sir, perhaps the Malaysian government is too cowardly to announce the truth. But personally, I believe that anyone can see that all the things you have accused have been caused by you. The Australia issue is something which I stand rebutted, but I stand firm on my views of the other points you have brought up.

During the Australian stand-off the USA backed Australia and threatened to use nuclear weapons against us if we invaded Australia. Following that the USA claimed the moon, and you are wrong, the issue was never settled, but the USA again threatened nuclear war if we continued our own moon projects. I do not know about yourself, but we see a nation that used threats of nuclear war right and left to get their way as a threat, and should Malaysia, AF, Spain, or anyone else do what USA did, we will see them equally as a threat and take apropriate actions." Thank you for this new information, Mr. Ivanov. Still, I do question why you make the people of the United States suffer for the actions of their leader. Why not just kill the leader? What have the people done?
Killing them off just makes you as bad as the leader of the United States if what you allege is true.
And let me assure you that if nuclear war is the only threat you see as sufficient grounds for a declaration of war, then Malaysia need not worry for we aren't even nuclear capable.

Japan abstains from the unification vote. It agrees with Vietnam that more time needs to be had to study the proposal.

South Vietnam would like to remind its fellow APETO members that the USA is only classified as a dictatorship because the evil bloody-thirsty godless Communists are invading them for no good reason at all. The CER Mousepoxed the American Government in Denver, wiping out Congress, the Senate, and the President. The Vice President took over emergency powers, since they were being, y'know, INVADED, and didn't exactly have time to hold elections to elect a new Senate, Congress, and President. They are a dictatorship because the CER, on its rather lengthy list of crimes, killed the American Leadership, except for the lucky Vice President.
Fellow APETO members, don't listen to the CER, their list of crimes is lengthy, and beyond belief. South Vietnam has come to the decision that APETO must join with SADETO. We must set aside our differences, and show the world that we will not back down while the CER gobbles us up for no good reason one by one.
Furthermore, South Vietnam wishes to point out that nobody had any concrete evidence that Australia was going to nuke india, in fact, we believe that it is very logically likely that the Australian Government changed their mind on that issue at the last minute. Australia knew that dropping 60 nukes on India would be suicide. It would be committing a greater crime then even the CER has committed up until this point.

I think that the CER's aproach to international peace is destroying all threats to there supperority. The Philippines supported your move to invade austriala. Not its move to us biowarefare of inoccent people in the USA.
