Ever notice how you can still build the Apollo Program even if you have Space Race turned off? I think there should be an option after it is built to CLEAR A SECTION OF FOG-OF-WAR on any part of the map. Kind of like how planes can reveal space. Make it every 10 turns or so.

But it should be unlimited, so you shouldn't see the units in cities...
And if you consider it, THE MIGHTY AI knows the whole map from the beginning, so it doesn't give advantage for them...
