Aqueduct Brings water from Rivers/Oasis/Mountains to boost population, Cities without access to fresh water get +6 Housing, Cities with access to fresh water get +2, Must: next to City Centre

Does that mean if a city has no access at all to fresh water i.e. it has no access to any of the listed sources (river, oasis, mountain), then building an Aqueduct still gives + 6 Housing? If however, the city does have access to the listed sources you only get +2 Housing?

Out of interest, if there is no access to fresh water, is the Aqueduct just finding some from thin air/underground i.e. what is it finding to justify the +6?

This isn't really the thread for questions like this, but to answer: the city cannot build an aqueduct without fresh water access.
 
Need to be careful with phrasing here. The city just has to be able to connect the aqueduct to a fresh water source (including a mountain), but the city center tile itself does not have to have access to water (i.e., it doesn't have to be founded next to a river, oasis or lake). So, a city founded out in the middle of nowhere, with no river, lake or oasis in sight, can still build an aqueduct if there is no more than one empty tile between it and a mountain tile.
