Are the Bannor ALWAYS like this?

With very expedient (albeit unknowing) help from the barbarians early in the game, I (playing Tasunke) am left with only one civilization to conquer: Bannor, led by Capria. As expected, she "refuses to talk!!" in the early stages of our conflict, but I've gotten to the point where she only has a few cities left, and any other leader would have capitulated by now. But now, whenever I try to contact Capria to see if she's ready to capitulate, I'm not getting the "refuses to talk" message, but I'm not getting any dialog either. It's as if all communication lines with Capria have evaporated.

Do I have to actually destroy the entire Bannor civilization in order to win? I note that this is the SECOND game I've seen in which communications were stonewalled when fighting Bannor.
 
The Bannor have access to a special civic, Crusade. It has a number of advantages, but has the disadvantage that while in Crusade a civ cannot engage with diplomacy with its enemies - not even to accept an offer for peace. The INFO tab of the Foreign Advisor screen will show what civics your opponents are using, and Crusade will appear in the second column if it is in use.
 
Aha! Yes, that's what's going on. I guess it's annihilation for them. I didn't want to be bloodthirsty, but I'm not going to let THEIR crusade get in the way of MY victory!

Yeah, once they hit Fanaticism the Bannor tend to fight to the death. Appropriate for them I think.
