Are there any benefits to tourism other than culture victory?

To my understanding, domestic tourists are "defense" against an opponent cultural win. If every opponent has low tourism, it's easy to garner the necessary number of foreign tourists earlier.

Basically no....
Tourism that you generate helps you win a Tourism victory
(it might also help stop someone else's Tourism Victory, but that is not certain...Domestic tourists may be generated with culture alone, and how foreign tourists are made is uncertain)

Not that I'm aware of. In Civ V it was tied into ideology pressure, but ideologies don't exist anymore due to the new civics system so that part went out the window...

I definitely think it needs another use though. Maybe tie it into governments? Like having a different government from someone with massive amounts of tourism pressure on you will cause a bunch of negative amenities on your cities for example? That's pretty similar to Civ V's mechanic

Well, the stuff that generates tourism is generating other yields as well though, right? Relics and great works generate culture. National parks generate amenities. And so on.

No. I'm pretty sure your "domestic tourist" count is based on culture, not tourism, so it doesn't help with tourism defense.

Visiting tourists could just bring in some gold. That would be simple and logical.

IMO, Democracy's bonus should be +1 gold per visiting tourist instead of the bonus to buy GP. It has some logic to it, and would give a passive benefit to tourism if you're not gunning for culture.

Otherwise, they could potentially do some bonus to international trade routes based on tourism (maybe that would come from a policy card - like +1 gold per trade route for each visiting tourist from that country?)

But again, it should probably work the other way around. The thing that's generating the tourism would be what provides the gold--the parks, the museums, etc--not the tourism itself.

In Civ VI, tourism seems to be an output rather than an input.

Domestic tourists seem to be generated based on culture, but they get removed based on tourism.... exactly how that works is uncertain.

No, and this is my critique with the whole mechanic in Civ VI. In Civ V tourism was measured against competing Civs individually, and it came with lots of Perks. A Civ that "bought your blue jeans" was easier to conquer because cities were in resistance for far fewer turns. It was also easier to spread religion there, and their warmonger penalties were less for Diplomacy.

Did lots of people really use/understand tourism as a tool for other victories in Civ V? I'm not sure, but it was nice to have. In Civ VI I feel like every other Civ is geared toured a tourism victory, and meanwhile the AI sucks at it. It becomes the "default victory" way too easily.
