Are there any ways to boost bombard production?

If your saying unit +% bonus should require an encampment + buildings + policy card ... then, yeah, I’m onboard with that that.

I was suggesting more a perma unlock for those era units once you hit a civic instead of a card (i hate policy card management honestly), but yes something like that.

You could even go a bit further and maybe require some modern units - eg tank, gdr - to require factories. Good stuff.

My ideal would actually be something like you need 20 steel to make a tank, and you need 20 iron and 20 coal and a factory to make 20 steel - some sort of basic crafting for example (I'd actually like to see it with luxes and 'commercial goods' as well but I digress). Though I would worry they'd come up with some awful UI method to handle the mechanic (click 20 times to make 20 steel!)

Totally agree re your point about building ancient units and then continually upgrading them. Overall, I like being able to upgrade units, and you sort of need that for promotions to work, but the current balance is broke because you do end up building a whole bunch of units up to turn 50 and then upgrade them forever. It’s a problem, but I’m not sure how to fix it. Nerfing the Professional Army Card would help, but only so much really.

Yeah it was a problem in 5 as well. Maybe some sort of 'experience' based system - i.e. the unit loses a level every time it upgrades (and so level 1 units can't be upgraded). Or make upgrading units a lot more expensive but give discounts based on experience level. Unfortunately those just seem like mechanics that would stymie the AI too much.
 
The +%xp from Stables may not be intentional - it’s really hard to see, because the game isn’t good at documenting bonuses.
Well, the "ABILITY_STABLE_TRAINED_UNIT_XP" is attached to "CLASS_SIEGE" so I'd say it's intentional like it's always been.
