Usually I'd never settle on a resource because of the various improvements boosts you can unlock, but in my last game there was gold, gems and silver on hills everywhere and on a whim I settled a couple of cities in those spots.
Straight out of the box you get cities that can build in a timely fashion and contribute considerably to your economy. Now I know I'm sacrificing a few good tiles later on for a boost right now, but I've been finding that that early boost into a decent position can snowball as you get the infrastructure of your empire built earlier on.
