Aren't they supposed to have tanks and helicopters?

Silly post here, I was just going through world news, and seeing photo journalism from Honk Kong.

Their rebels have bows, trebuchets and lasers. Aren't they supposed to spawn with 'Modern Armor' as this point in the game?

I must play too much Civ.
