Armies surrender

I think it might work well if you used a % chance, which is based on the hopelessness of the combat, and a civ/gouvernment trait. This would allow workers, settlers and artillery to defende, just really badly.
Like I think I saw in the "new wonders" thread something about martial arts improving their defense
of course for artillery you need to differentiate between captured people and captured equipment.

I like the idea of surrendering. Here's my thoughts.

If a unit has only one tile of health yet, there is a 33% chance that it will surrender.

Also, while watching the battle take place, you could hit X key to surrender unit.

POW units would be kept inside your closest provincial capital. However, this would cuase unhappiness of your city's population, until you move them to a POW Camp, a new terrain improvment of your workers.

A Pow Camp would decrease all food/sheild/gold output on the square it was built, and could house up to 10 POW Units. It needs to be guarded by at least 1 fortified unit per 5 POW units.

This would represent how unpleasent, but necessary, POW Camps would be. You could have the option of eliminating these POW Units(exectuating them) as they would require food per turn as well as causing problems with the terrain used by the POW Camp, needing guard units, etc.

Eliminating prisoners would create a minor rep hit, until the Geneva Convention tech is researched. Then you see what happens

The POW Camp could also be attacked and the units liberated by your forces, or by allied forces. They would all have one health point, regardless of their health when they surrendered.

Hope, you don't hate me, Dylan! :)

But even if you would, your ideas sound nice - especially with the consequences of the Geneva Convention, which I would like to see in place.
