Thats as much as a small wonder!
and then you still have to build the units you want to put into.
For me I think that a bit too hig, given that an army is not always better than the seperate units. But i got a solution(kinda) never the less.
But you need either a ****load of luck or simply patience.

The keywork is Iron Works. It's hard to get since you need Iron & Coal in the city influence but then it kicks ass!
+100% production and it stacks with power plants(+150% from Nuklear plant :eek: )
So what you need is a city wihtout overlap somewhere in the middle of the continent(no sea squares) and maby a few hills/mountains and following buildings:
Iron Works -> 100% Bonus!
nuklear Plant -> 150% Bonus!
Forbidden Palace / Palace -> low waste
Military Academy -> Building armies

I didn't have the luck though, by the time i discovered coal i had alread build the forbidden palace and the military academy :/
but even with only solar plant (50% bonus instad of 150% fom nuklear plant) and only size 11 the iron works city has a shield production of 65 compared to the about 50 shields of my size 27 Industry city!

This would be especially useful on Huge maps where you have 40+ cities and thus 10+ armies. :D

As soon as I am lucky enough to get the above mentioned combination I'll post a screeny of my maxed out shield production :)
 
By the time you get to the military academy and have it built, it's one of those "slowdown" times when your cities have nothing to produce. The key is to hop on Sanitation before you build factories (but AFTER Steam Power) so that you have larger cities for quicker production of factories. Once you have factories and coal plants build, you should be able to crank out cavalry and infantry/riflemen once every turn or two, and an army in a big producing city (which is undoubtedly where you are building wonders anyway) every four or five turns. Pick one city to be the army producer, and the other to be the unit producer. Build an army in one, and Units (2 Cavalry and two infantry, or two rifle, or whatever you like) and then a transport or artillery. Instant mobile armed forces.

Works so well i am going to suggest it in my own post...
