artillery can't kill?

Is there an option somewhere so artillery (all types) can kill units? In my games, they can only get a unit down to 1 HP but can't kill them....

On a related note, it seems rather unbalancing to have a horde of artillery with you, because the AI just doesn't get it. He declares war on me, brings over 12 cavalry thinking he will wipe the floor with me. But no, I mass my artillery within range, and fire away. When all my artillery are done firing, his huge stack is considerably weakened. Then, I pick off the units with 1 or 2 HP rather easily, even using riflemen if I wish. His big attack force is mostly dead, I haven't suffered any casualty, all because the artillery crippled them before my troops attacked. This is on Regent level, so maybe the AI is just dumb. But it sure trivializes the game to a degree. I was waging war with 3 civs at once and had no problem defending... because of my 20+ artillery force.
 
The AI doesnt grasp artillery at all. You are correct that artillery will only cripple a unit, only cruise missiles have lethal bombardment. Which is great when you are attacking those late game metropolii (?). Bombarb all the Mechanized Infantry down to 1 hp with your normal artillery then a couple cruise missiles and you walk into an undefended city.
 
I just give planes lethal sea bombardment. I like artillary w/o lethal bombardment. It's more realistic to me. Yes, the ai can't grasp artillary. Oh well.
 
All my artillery & air units are lethal, execept for catapults & fighters of course, but I'm thinking of changing the fighters to suit history. But you can't do this unless you have upgraded to 2.1 at least (I think). so, if you haven't upgraded that far yet, do it now and if you haven't upgraded at all, then I shall fart in your general direction.

The AI doesn't grasp the more effective uses of artillery units. Which, by the way, should very much make you want to avoid giving such units lethal abilities -- you will only further the great divide between the effectiveness of artillery to the human and to the AI. ;)

Well, if you still want to make the change, after my stirring arguments against ;), just launch the Civ 3 editor. Under "scenario" select "custom rules." Click through the warning about unitended consequences. Under "edit" select "edit rules." Click on the "units" tab. Select "artillery" (or whatever) from the drop down menu. In the lower-left of the screen (something like "unit abilities" or "unit attributes") select "lethal land bombard" and/or "lethal sea bombard" -- be sure to hold down "ctrl" while doing so to avoid de-selecting whatever other attributes the unit has. Close the window. Save the changes you've just made by selecting "file" and then "save" -- it will be saved as a scenario. Start Civ 3. Select "Load Scenario" instead of new game. Proceed with set-up.

Since all your "scenario" did was change a rule, the game will still allow you to select civs, specify map types, specify greater or lesser degrees of randomness with other settings, etc. Once you've started the game and saved it, get back to your game (with its special rules) by using "load game" as you normally would.
