Ask for build orders after Unit construction & Always build previously built Unit

Hello everybody. I am having a very disabling problem with my Steam version of Civilization III Complete Edition.
In the preferences, the options "Ask for build orders after Unit construction" and "Always build previously built Unit" do not work when they are checked. I did not find on the forum mention of a problem of this kind. Can you help me please ?
 
"Ask for build orders after unit construction" if turned on means that every time a unit completes, the city will immediately prompt you on what to build next.

"Always build previously build unit" means that when a city completes a unit build it will start work on another and not prompt you.

Note that unites are things like settlers and warriors; buildings can't have more than one per city, anyway, so a building or wonder completion will always ask unless the city governor is on.

Also, after checking these boxes you have to click the "ok" icon I think which is just a circle if I recall correctly.

If you have the governor on for the city, then I don't know if these have any effect as the governor will choose what to build.

What is or isn't happening in the way you expect?

So if you have both options checked, you will still have to confirm the next (unit-)build, but because the governator now knows to cue up the unit(-build) you actually wanted, you will not have to scroll down each city's 'potential builds'-list to change his usually harebrained recommendation (for another unit, or a building, or a Wonder)...?
 
I haven't given instructions to the governor in a really, really long time ... just figured it was easier to micromanage without bothering to talk to him. It makes my turns longer sometimes, but I'm ok with that.
