[BNW] atomic bomb 1 tile away from a city

So I know the atomic bomb/missle have a radius of 2 tiles and that they reduce pop by 50%.

So my question is, let's say I drop the bomb 1/2 tiles away from a city, will the city still lose population or not?

It does full damage to all units within yhe radius, so the answer is yes.
