Available Pantheon Beliefs in version 2.5

Hi, I am new to VP. I have been searching in the forum to answer this question but was not able to find the right information. Has the God of The Open Sky pantheon been removed? I installed using Vox Populi automatic installer version 2.5 (43 civs vox populi with EUI option). I only use RED modpack and Quick Turns in addition to Vox Popoli. Should I delete everything, verify the game files, then reinstall everything?

Is it possible that another civ just grabbed the pantheon ahead of you? You won't see it in your choice list if its already been taken. India for example grabs a pantheon on turn 1.
