I was going to post this in the help and strat forum, but then I realized that enough has changed with how cities automate things that I thought I should bring it here first just in case it's more a BetterAI thing.
Even when you have all the automation turned off, sometimes the game will assign specialists for you. This is all well and good. It generally seems to have a strong preference for Spies (though this may change in 0.70, I don't know, my current game is still 0.60), but often will toss up Engineers if one is available and the city is a heavy production city, in my experience.
In my most recent game I built Ankor Wat. This made priests into super engineers and the game accordingly was freer with giving me priest specialists if I grew a city to its happy cap or whatever criteria it uses. This was great, until AW was obsoleted by Computers. At this point the city screens were still occassionally assigning priest specialists even when engineers were available in cities that I would expect engineers to have been preferred in. Now, I don't know what its actual criteria are, but I'm wondering if this might be a bug. Does the AI/City Gov/whatever properly re-weight priests once AW has been obsoleted? (For all I know, those priests are what it would have assigned anyway, but... I don't think so.)
