The problem is almost always your video card.
I play with a GTX 560, and my computer does fine on max settings, but starts to lag a bit on huge maps and late-game.
A good bet is the GTS 450, it is around 150$, may be cheaper, and does pretty well civilization V. Try lowering the graphics settings by going to Options-> Settings-> Graphics settings.

Yes such lagging sounds like graphics card getting hot then running inefficiently. Turn down settings if you can.
 
I lowered it all to medium and it did the same thing even though before it started I could run it all on high settings no problem. Also I have a Nivadia or whatever 9600 I believe. (I would have to confirm it)
And I was playing on large, default civs, contineants, and no CS.

Well it can be working fine until it gets heated up then performance drops drastically. First thing to do is install the latest drivers for your graphics card. This can make a huge difference. Also not running other applications at the same time can help to stop overheating. I'm really no expert but I have suffered same problems on a laptop. Post your sytem specs in tech support if you are concerned.
 
When I first got the game dx11 did not work properly for me put dx9 did, try playing in 9 if none of those options help

Anyway, as for your question, unfortunately game lag is very common for civ 5, even with very high-end computers. I have a HP laptop with an archaic video card (even though it isn't even a year old, HP laptops are just absolutely terrible) so I have to go to strategic view and the maximum size I can have is small/medium. Unfortunately, if your game is lagging, especially if you have a laptop, there is little to nothing you can do to speed up the game, other than playing on smaller maps, switching to the (incredibly buggy) strategic view, defragmenting your computer, or, and I know that this is out of the question for most, get a new computer.
 
If I'm not mistaken you should have a defragmenter pre-installed. Go into 'start' and type defragmenter in the search and you should find something. However, unless your computer is quite full it won't make much of a difference.

Never played on a Nvidia 9600, but I do believe the 9800 is recomended.
 
It says on steam it needs a 7500, while I have a 9500, and I am trying the defrag it now.

Listen here, the first number in the card name is the version of the card, the second is the strength of the card, there isn't much difference between 7500 and 9500.
