Do you mean in-game? Because there is a World Builder that comes with the SDK which you can download off of Steam free.

In Steam, go View > Tools > Sid Meier's Civilization V SDK. That includes a world builder and two other modding tools.

For me personally, I am glad that there is not in-game World Builder. Less temptation for cheating.

[Pragmatic]

"FireTuner" (or something like that) is a program in SDK that has some of the abilities of the Civ4 WorldBuilder.

It operates a bit like a "trainer."
