Bach's Cathedral weirdness

Can any helpful soul out there explain why I can build Bach's Cathedral in some cities, while in others I can't? There doesn't appear to be any rhyme or reason for it. The only requirement listed is Music Theory which, obviously, I possess.

You cannot switch to a wonder in a city if you have rushed or chopped forest for whatever you are currently building.

You can't build Wonders if you have chopped down a forest or Disbanded a unit and those sheilds are still in the city production box.
