I always take at least 1-2 CS no matter if I go patronage or not, and I almost always go patronage to some degree, at the very least for Scholasticism. If i war alot, military CS can be helpful, but Maritime CS are definitely on the top of my list of CS allies.

The way I see it, Patronage makes them more useful. But without it, who's going to knock free culture, food and units. More importantly, who's going to knock free resources?!
I always keep a couple on myside. If you're lacking a vital resource then CS's can be worth 500 gold every so often just to keep your war engines running smoothly.
(Although as I found in my last game, make sure they're actually mining the uranium before you spend a lot of cash to get a resource they don't know they have!
