A 'slim' version of the original Balancer mod is attached to the PtW scenarios of Civ 3 Complete.
A reworked version of this mod, called "The Balancer Reloaded" (TBX-R) by Kingpin can be found here: https://forums.civfanatics.com/threads/mod-the-balancer-reloaded-tbx-r.126867/ I don´t know, if the download links are still working.

I cannot say anything about Rob Colwell.

It's an old post (2014!), but it has a .rar attached directly to it. It might only be patch 1.4, though (see Civinator's comments further down).
