Balancing New Civ Mods with VP

So as I understand it, most custom civilizations that are balanced with vanilla Civ V in mind tend to be somewhat underpowered compared to the level of civs in VP, where the weakest VP civ is about equivalent to the strongest vanilla civ. With that in mind, what amount of buffing do y'all think would be necessary to bring these two mods up to the Civ V standard?

The main ideas are:
1) Custom civ need a lot of buffs. Especially things like "scale with era" on some stuffs.
2) Happiness bonuses must be handled carefully. Happiness is much more precious in VP than in Civ5
3) Science and Food are weaker in VP than in Civ5, but Culture and Production are stronger, so be carefull with early game culture bonuses

Thanks for the tips. The Switzerland mod's "10% gold" ability already scales with era, as GPT tends to get higher over time, so I think that can stay as-is. What would you say is a good buff for Rhodesia, adding a "scales with era" option to the the Great Tile Improvement buff?
 
Don't forget for UB to add into it all the effects of the VP one.
 
Would you care to explain what you mean by that? I'm completely new to modding Civ, as well as modding in general.
 
The building effect (how many gold, improving resources) have been redone in VP.
A unique building is most of the time the same building that the one it replace + some bonus.
If you left it as-is, it replace the VP-building by the BNW-one + bonus.
You have to copy all the changes VP has done to the original building into the unique one.
