Barbarian appears on turn 300 - Barbs turned off

Playing China (no mods) I've just noticed a damaged barb pike on turn 300 in a city state territory. I sent my horse down to kill it but the Yerevan sword got there first.

If barbs were turned on in this game I'd be surprised to see one on turn 300 because of the mature map but barbs are definately turned off, I've yet to play a Civ 6 game with barbs I find they hinder my plans too much.

Are you completely sure they aren't "rebels" spawning from a revolting city?

I don't think so, the lowest happiness of any of my cities is 'displeased'. I can't see the status of opponent cities, the last war ended about 200 turns ago.

Yeah it is probably rebels forming near an ai city from their happiness being too low. if you see a barb camp i agree it is a bug as those dont spawn from the unhappiness
