Wasn't there meant to be a passive progression towards becoming a CS?

If so, why wouldn't the bar be filling up? I've been watching several camps, the AI hasn't been interfering with them, and I haven't been raiding them, so shouldn't the bar be filling up? In none of the camps has the bar filled up, even in ones that I've bribed/hired. Is the bar broken? Is there an alternative way to see their progress?
 
What are the Tiles surrounding the Camp? The passive Progression is based on how much Food the surrounding Tiles have.

One is next to horses and fish. Another next to grapes and wheat (with another 2 wheat one tile over), the other next to oysters. I'm unsure what counts, but some of those should count. I've hired from two of them and one of those I bribed too. The one I bribed and hired, whic has the wheat next to it, I've been watching since the beginning of the game, on on turn 60.

There are mutliple reasons why some camps might not grow.

1. Is the camp within 3 tiles of a city? It won't turn into a city state that breaks the 3 tile city distance rule.
2. In the main menu game set up, if you turn the City State Slider to 0, no camps anywhere on the map will grow, no matter what. You have to have atleast 1 normal city state on the map. (Not sure if its a bug, but I know this one as its the way I play barbarian mode. 1 base city state only)
3. If you are using the City State Picker in the game set up menu and disable a large number of them, the game won't have city state options to choose from and barbarian camps will stop growing.
4. There is a maximum amount of barbarian camps that can spawn into a game. I'm not sure the number.
 
Is another Civ constantly performing actions that inhibit the camp's progression to city-state conversion?
 
Im just going to do one post to answer all.

It's Earth TSL. I wanted to do a builder game, so I'm Pericles, everyone else is in the Americas. It's around t60, so I'm the only one to have any interactions.

One camp is roughly in Poland, another in South Africa on the tip and a third in northern Australia. I may have settled within 3 tiles of the Polish camp, I'll have to check later and get back to you. It was already there before I settled my city, though. Three tiles of a city, or three tiles of the territory of a city? I believe my city is further than 3, but the territory has snaked within tiles. I've interacted with all three camps, either hiring (I've gotten a horseman, a quadreme and a couple of warriors), and I bribed the polish camp, but all the bars show zero.

I've not touched the CS picker, so it should have a full roster. The setting was for 9 CSs on the map (the max) and they all seem to be present and working fine (I haven't found Hong Kong, La Venta or Buenos Aires to confirm, but I don't see any reason why they wouldn't be there so far.

Another oddity, can you get normal camps spawning? In Central Africa, I came across a normal camp (as in no bar above it, as though I was playing without the game mode on) that was deserted. It didn't give an option to raid, only to disperse it. I wish I'd screengrabbed it now.

Does killing Barbs (ie their units, not dispersing them etc) reduce the count? Even if so, I've only killed the Polish and maybe African, but not the Australian Barbs.

There's your problem, there is no "room" for more City states as you have the maximum for your setup already.

Have they changed it then? My first game with Barb Clans, I had like 25 CSs on a standard map by the end (I had like 12 normal then the rest were converted Barbs).

I should point out that my first Barb Clans game was not on TSL.

I'm actually wondering if it's because I'm playing TSL. There seems to be a few exceptions with TSL, it's possible that it's interfering with the ability to create new CSs, like NZ said.
 
Are you by any chance playing with the YnaMP mod enabled? This mod breaks Barb camps converting into CS's, a real pity as I love how you can guarantee your favourite CS's showing up with it, but at least with conversion enabled they have a chance of showing up later.

No, I'm playing on the Switch, so no mods. I suspect it's the TSL map though, it does seem to have a unique effect on settings - cantus leaders pools, can't select the same leader (despite being able to select the same civ), etc. I haven't had chance to check to see if it still works on other maps yet.
