Here's my suggestions (if there will be Civ6)
1. they SHOULD have settlements. they WILL NOT train settlers but the lingo 'barbarian camp' was an ancient - early medieval terms. but what about them dwelling in a big city, ruling one and use one as a staging ground against any civilized race?
Historically they do.... well caribbean pirates DO this ALOT.
2. about units. in CIV5. the 'unique' barbarian units are GALLEY and BRUTE. but both are ancient units. and WEAK!
the barbarians however. DO update their units sometimes. depending on the era player starts. however. the industrial era barbarians are TOO organized! barbarian riflemen looks ALOT like prussians and not so thuggish.
i'm not sure about renaissance-era barbarians but here's my suggestions on units
- Pirate; gunny barbarian wielding pistol and saber, replaces Musketmen. have some (or ALOT OF) chance to 'capture' any ships should they fight in naval melee combat.
- Highwayman; barbarian mounted unit. replaces lancer, spawns near horses
- Bandit; footslogger armed with winchester and wears Wild West garb, replaces rifleman
- Desperado; Mounted bandit armed with dual single action revolvers, replaces Cavalry.
And this is a concept for industrial era.
- Partisan; well... i need your votes on their appearances...
A. Arabian/Talibans
B. Mafias of the 30s.
C. French resistance
D. typical 'black' gangster. (OK think of Gangster rap, or GTA: San Andreas gangers)
E. Vietcong/Red Guard.
F. Biker gangs
G. else....
- RPG; replaces Antitank gun.
Here's for Modern era
- Technical; replaces Mechanized Infantry.
- APPEARANCES of SAM unit... barbarians should mount SAM on a heavy truck instead of tracks.

3. Happiness should play a major roles on the barbarian spawnings. (i'm not sure if this feature is already existed)
- if your citizen becomes very unhappy, there's some chance that a city may revolt (and becomes barbarian... the city itself can spawn barbarian units with the same technology as it was before the revolt) the higher the value, the likeliness that the capitol folks may revolt and join the barbarian horde!!!!!!
- using 'repression' (garrisoning a city subjecting to unhappiness) have some chance to spawn barbarian units anywhere within reach of a city! (but not inside).

ok what's your thoughs please...

oops....

picture please

I've never get that very low happiness level, the lowest one was -18 and civil progress slowed down ALOT!

i got many cities through peace agreement
so while they were being razed my happiness was poor

Civ 5: Dec. 2010 Patch Notes

If an empire reaches -20 Happiness, it goes into revolt, and rebels start appearing throughout the empire, based on the number of cities.

you don't want them to have too many units, but i can see wanting more than just ancient era stuff. the brute would theoretically be pretty nice with barbarian settlements, since it's a half price warrior. the pirate might be nice, too, even though i'm not really sure what it would do differently.

Except gangs/terrorist organizations=/=barbarians and don't even fit on the strategic scale correctly. You, along with the game mechanics, also do not draw a line between rebels and barbarians. Because of this, you're trying to throw partisans into the mix which doesn't work because they're not the anti-thesis of civilization.

Wait...the guys from WWII who fought against the German occupation force? They were not barbarians.

Just their appearance of civilian with firearms.

since barbarins are outlawed by every nation states on the game world. if they don't loot, they don't have military uniform and helmets.

I don't think they care to wear ones though.

I think he's just simply suggesting appearances for them. Besides, I can bring up some scale issues already, but those have been covered time and time again (300 mile archers anybody?)
