Barbarian Design idea

As it is, Barbarians are effectively only one race: Orc.

Although this is satisfactory (only) in normal games, it leaves something to be desired on the scenario-making end, where one might want to make barbarian cities that are non-orc. (Nikis-Knight, for example, made a scenario where the Illians were implemented as Barbarian units. Also, scenarios that would otherwise only have 18 Civs could have Barbarian versions of the remaining 3.)

In considering this problem I came up with an interesting idea: how about creating non-buildable buildings for Barbarian cities which are tied to the type of units they can produce. There could be buildings for every civilization conceivably, meaning that a Barbarian city in a scenario could be configured to produce Clan, Infernal, Khazad, or even Bannor units.

In addition, this mechanic could be used in normal games to give a percent chance that any given Barbarian city would actually represent a Civ that is not in play. Imagine your surprise to find a Barbarian city guarded by Javelin Throwers or Elven Archers!

I like this idea, but I also like that Orc-Killing bonus you can get when dealing with the barbs. Still, it would be interesting to see the different units, and, hey, maybe the barbs could build a civ-specific Hero too like Barnaxas then!
 
They already have two heroes. Orthus and Acheron. :p

I agree, though, that some variety among barbarians would be nice. I dunno about everyone else, but I don't think of barbarians as much as "barbarians" as "independants". A rogue elven city-state and the like would be pretty nice to see. Possibly, though, it'd just be more trouble than it's worth.
