Barbarian Respawn?

I'm still getting the hang of civ3 so I decided to play a game on Chieftain. I had already won a diplomatic victory, and decided to see how long it would take for me to kill every other civ.

The map had 2 large continents and a few smaller islands. I completely controlled one of the continents, France and Persia split the other large one about evenly (I had already killed England, China, Japan, Russia and Germany). I decided to go full bore against Persia. I already had every tech researched, they were just getting started in the industrial era.

So I drop about 15 ICBMs on them, and roll in 5 transports full of modern armor units to their continent, and begin smashing all of their cities. I take over about half of their civ, and my people are so mad at me that I decide to sue for peace and let them get happy again.

So I'm rebuilding cities and nukes and whatnot, and am extremely surprised (and amused) to see a barbarian attacking one of the cities that I just conquered! (He didn't fare so well against my mech infantry) Keep in mind, this is the year 2043, and this continent has been fully explored for millennia.

So my question (finally) is: After a nuke attack and lack of any political/cultural influence on a large area of land, will barbarians respawn? If so, will their villages respawn as well, complete with tech upgrades for conquering them?
 
If I'm not mistaken, you only get 25 gold for dispersing a barbarian encampment. You can techs from popping a goody hut. Slightly different things, same graphic, but generated in different ways. So I guess the answer to your tech question is no.

They appear to respawn if there's land still under the fog of war not in someone's cultural borders. So the answer to your first question is a resounding maybe. :D

On a side note, it sounds like you should be upping the difficulty level instead of worrying about barbarian spawning.
 
Sounds like you're right about barb respawns in unpopulated areas. Maybe they figure that nuclear war automatically generates Mad Max style barbarians.

As to upping the difficulty level, you're right. This game was a trial run to figure out how to play, which units are effective and what the wonders do. And I figured I would have some fun, seeing as how I was so much more advanced than the other civs.
