This is probably a dumb question.

A barbarian captured on of my settlers and then he jumped into the water. He's just been sitting there one space off shore for about a dozen turns now. My military units don't seem to have the ability to recapture it. My naval boats don't seem to be able to recapture it. It just sits there and taunts me. If he was on land I'd simply be able to take it with a military unit. How do I do this when he's at sea?

Escort your settler next time. Even if you could get it on to land and reclaim it, it would now be a worker.

Not true, it would be reclaimed as a settler.
Settlers from other players turn into workers, not your own.

As for the topic, no idea. I don't even remember ever seeing barbs embark with their land units.

Your own settler stays a settler when you recapture it.
Only enemy settlers turn into workers.

e) Indeed weird that they embarked... I think they may only do this if you destroyed their camp, so they'd try to go for the nearest other barb camp or eventually just sit around if it isn't accessable (for e.g. because barbs sure don't have the tech to embark over ocean).

I hate when barbarians do this. They will do it on a single lake tile and I can't get rid of them.

I think you may have to wait till a new barb camp spawns. Then the settler will head towards it and you can jump it once it gets to land.

correction: enemy settlers that a human player takes turns into workers. We all know the AI cheats, I've personally seen a french settler captured by barbarians and then taken by persians, and it stayed a settler and then the persians built a city with the former french settler.

This is a common issue with all barb units that seems to have got worse after the last patch. They're very fond of embarking, but mostly once they do they don't disembark - they just sit there getting shot at until they die.

Well, to be fair, it seems effective for worker/settler units to just embark. It makes them unrecoverable, and therefore make it more important that the units be escorted (taking up valuable turns, production, and/or gold). Though I do agree, it is a problem when they do such with their land combat units.
