Barbarians Not Spawning (Custom Map)

I just noticed that barbarians do not spawn at all on my custom map. Is this a new issue with Brave New World or has this always been the case? I've ensured that "No Barbarians" was not ticked under the scenario options and I see no option to randomize encampments like you can randomize ancient ruins.

Is there something obvious that I'm missing here? No barbarians is really upsetting the balance of the game and I'd rather not have to manually place encampments on the map.

I have same problem in my custom scenarios and I'm finding out what's wrong. So far, my current conclusion is that this is a bug which should be fixed. There are some posts about a temporary solution. But this does not work for me. :sad:

EDIT : After several more trials, this worked once. :wow: I've not tested more yet. I'm not sure what is the key factor but, it seems to me the key is to make "team 22" void.
 
The barb issue has a workaround - make sure your major civs are all on teams below 22 (0-21), and CS on teams 23-61

and of course you wouldn't have to fill all 1-21 slots with major civs, for example my map has 13 majors and 24 CSs, I put the majors on teams 1-13 and the CSs on teams 23-46 and barbarians are spawning just fine now!
 
This is apparently happening to me as well. Barbarians are not spawning at all on my custom map.

The odd thing is, I have another PC that runs Civ V and experienced no issues. With my main PC, they won't spawn.

I've tried the "numbering civs and CS" workaround with no luck. I also reinstalled the game with no luck.

Is there an official post about this somewhere, so that we know they're aware of the issue?

Perhaps another workaround?
 
I'm a new modder who's been experiencing this problem as well. I tried the "team 22" workaround, but it didn't fix anything. I also was about 80 percent sure that the problem had begun when I added starting units to my map, so I created a clone from which I removed all the starting units, but that didn't fix the issue either. If I just play the map, with the mod but without loading the scenario (and consequently without my preset civs and their fixed starting locations), I do get barbarians. So the problem seems to be in the scenario, even though the scenario has "Raging Barbarians" set.
 
Having a civilization or City-state as team 22 will definitely prevent barbarians from spawning. I believe I also remember the results of prior experimentation showing that de-selecting ancient ruins prevents barbarians from spawning. I am about to begin experimentation again.
Nope: Ancient ruins were allowed and neither ancient ruins nor barbarians showed up on my map. Tells me there is a more fundamental problem with the map I built in World Builder.

Selecting the option to not spawn Ancient Ruins (Goody Huts) has no effect on Barbarians spawning in-game. I have multiple custom maps that I've made for my own use to play as Scenarios (and some not for use as Scenarios) and I have selected the "No Ruins" option on many of them -- this has no effect on Barbarians one way or the other.

The problem is entirely in the Team 22 issue.
