out of the hittite in modern/industrial times, when i notice they've built a baricade on a chokepoint. knowing this would be problamatic, i sent out a couple of destroyers to bombard it, but i found something interesting, moving to a surounding square carried no movement penalty (as i think is supposed to happen), but when i bombarded all my movemnt points were lost (i could still bombard though). is this supposed to happen? and even if they are intended to take effect even in sea (which i think they shouldn't), don't they remove all movemnt points going into the surrounding square?

They will also remove all remaining movement points from units that pillage them.. even armies. Had no idea that would happen for sea units aswell thou :)

but i had to bombard it more than once, so it even eleiminates the movement points that attempt to pillage it?

Can I get some details from you about this game?

Standard game? modded? map stats? difficulty? and screenshot?

I say this because I've never ever see the AI build barricades (100% def bonus). The closest I've seen are fortresses (50% def bonus) and the AI didn't build them, the forts were luxury or resource colonies that became forts once the AI Civ's culture covered the previously open territory.
