Basic question about C2C City Overview

Hi, I have looked through hundreds of posts, all the stickies, and even Google, but still can't find an answer to this. I'm not 100% sure it's part of the mod, or just a Civ 4 thing, so that hasn't helped.

Anyway, the question is - When you click once on a city, to see the simple overview of it's borders and the build options, it shows some coloured rings on certain spots of land, and I can't quite figure out what they represent.

I've tried to work it out by keeping an eye on them, thinking red ones meant unoptimal tiles to work, green ones were good etc, but it never quite seems to add up. I'm sure the answers simple, and I've attached a screenshot just in case my description of the coloured rings is too vague.

Hmm, I have looked through the BUG documentation but couldn't see mention of it. Understandably, with a mod as big as C2C it's entirely possible I've missed the explanation amongst the read-me's and the "Sevopedia".

Never actually used a Civ 4 mod before C2C, maybe someone here knows the dark secrets of these rings :P
 
The colors are set in C2C/Assets/XML/BUG_Globaldefines.xml and the actual meaning regarding the color can be found in the lower half of C2C/Usersettings/BUG_City_Bar.ini

In short, it shows if a plot can be improved, is being worked on etc.
