Basium and hell terrain

Hi there,

When Basium takes over a city which was in Hell Terrain, is the terrain converting back to normal after a while, or never? As Basium don't have magic users (I think) or at least as I never saw a single terraforming, that would be strange to not have a 'revert to life' kind of mechanism.

Does hell terrain ever revert if the AC goes down significantly?

Hell terrain depends on the tile's Plot Counter, not the Armageddon Counter. The AC only effects where plot counters are allowed to increase based on the plot counters of neighboring tiles.

Whenever the conditions to raise a plot counter are not met, the plot counter goes down by 1 instead of up. That will make hell terrain revert to normal. Note that it will not however restore features like Flood Planes or Forests, those are gone for good.
