Beaker Color

I was wondering, on the right side of the screen, on that small box that shows your money, your taxes, and a beaker, the beaker color changes a lot, I've seen it green, red, and also yellow, I believe. What is that suposed to mean?

green= less than 25% done on current tech
Red = more than 75% done on current tech
Yellow = everything in between
