I can't seem to figure out how to load anyone onto a ship in Europe. They colonists just stay on the dock forever. What am I doing wrong?

Colonists will automatically board an empty cargo hold on a ship that is leaving, 1 per empty hold. This can be toggled off for each colonist, so make sure you haven't done that either.
