I have recently started playing Civ 4 beyond the sword 1939 Europe WW2 scenario that come with the download from Steam.. I am playing it in Hotseat and want to play all the nations .. Started the game and i do not know how to change the setting so that i can play each faction the way i want..

For most factions i am not allowed to go to war and i have no option in the diplomatic area to declare war.. I must wait for historical triggers to happen.. So factions like Turkey are not able to start a war.. Only factions that where involved in WW2 in Europe can engage in war when the historical date triggers that event..

I also want to play the scenario 1936 Europe as well but it is under the same restrictions.. When and where can i change the settings of these scenarios when i start playing them to give me full control and full options for all the factions involved?

Thanks if you can guide me in this..

Hello Adstar - I did see your post in General a few days ago, which indeed this post is best suited, but I did not have an answer then. These days, the out of the box scenarios are not all that popular any more so it is hard to get answers. With that said, and after further thought, it came to me that many of these scenarios have been inspiration for or used as a basis for other mods made by the community. I did a quick search and found an expanded "Road to War" mod that appears to still have some activity. Here is the link:

https://forums.civfanatics.com/forums/civ4-road-to-war.265/

I might suggest posing this question to kiwitt over there. I did not find enough info there to determine if he expanded the features of Road to War to allow wars outside the normal scenarios historical restrictions, but it should put you on the right path. You will probably want to install that mod as well to try it out. Many of the scenarios like Rhys and Fall have been expanded and improved greatly by the modding community.

Edit: I actually took a quick glance at the "Welcome" thread over in that subforum and saw a bit about "Open Style" gameplay vs. "Historical" gameplay. I'm not sure if that feature was available at release or added later by Dale afterwards. Regardless, there should be an option somewhere, but I've not clue how that option is accessed. Maybe if you play Road to War as a custom scenario.
