Best metrics for who is behind?

I want to make a mod that gives a new kind of great people based on who's behind to add a little bit of catchup to the giant snowball that is Civilization VI, but I'm not sure what the best semi-transparent way to calculate that is.

Behind on eras? Behind on score? Something else entirely?
