There has been some discussion (check http://forums.civfanatics.com/showthread.php?t=238469&highlight=national+wonder), but I haven't found a poll yet. Since there are so many possibilities, the combinations must have been restricted as follows:
1. Ironworks + National Epic (great engineer farm, probably capital)
2. Ironworks + National Park (production city without pollution)
3. Ironworks + Oxford University (science and production city, definitely capital)
4. Ironworks + Wall Street (production plus income, also capital)
5. National Epic + National Park (to create GPPs without huge food stock)
6. National Epic + Oxford University (great scientist farm, should be capital)
7. National Epic + Wall Street (yields money and great people)
8. National Park + Oxford University (free specialist assisted science city)
9. National Park + Wall Street (nice income when employing free specialists)
10. Oxford University + Wall Street (decent capital, especially with bureaucracy)
