The top 3 get priority and bottom 4 can rotate around. GP should be near the top because of how religion works. GS can be used to settle an academy early and GE can rush whatever wonder you need.
Hmm I would've thought to put the GS at the end because the tech boost would be more effective there, and presumably, you would have a longer wait between GSs in the later part of the game.
I would also think to put the GG earlier so that you could you the citadel land grab in a pinch.
Prophet first, if you have somehow not found a religion yet (or haven't enchanced it) and it's still possible to found one.
Otherwise, probably start with a scientist, because the 8 BPT is worth a lot more in the early game.
After that, possibly an admiral if you're playing on a map with a lot of water like continents, because they can enter deep water and scout all the AIs early.
The engineer depends on what wonder you feel like you really want to get, I'd save it for that purpose.
The others I feel are not that important in many cases, I waited to finish commerce before getting the merchant for the increased gold from trade mission.
I'd say it's a pretty fluid matter. Prophets should probably be early depending on how your religion is going. I like Civologist's list other than I'd probably give Artist a higher priority.
One note--on the game I played as the Maya, I actually got though the entire list because of a Great Library and fast Theology beeline. The list DOES recycle and you get a new set to work with once you have chosen all of the people the first time though. Just something to keep in mind.
Going to vary according to map and needs at the time, but I usually find that I go:
1. Great Scientist - early academy is important
2. Great Artist - Golden Ages always good, and arguably relatively more so in the early game when +1 gold per gold tile can double your income. Great General if at war and I don't have one. Great Prophet if I haven't gone for, or managed, Hagia Sophia, and because it's of limited use later in the game.
3. Great Engineer, because this usually pops around the time I'm ready to build the Porcelain Tower.
4-7. Pretty much random - all the good ones are taken by this point... Usually Great Merchant first simply for being "the best of the rest".
Prophet first to enhance your religion! You can have an enhanced religion as early as 1500 BC if you tech directly towards Theology and bulb it with Glib.
Alternatively you could take a GE first and rush the Hagia Sophia, but I like an early manufactory instead.
My favorite order was:
GP - Enhance religion
GE - Maunuactory
GS - Academy
GM - Custom House
GArt - Landmark
GG
GA
If warmongering move the GAd and GG to 4th and 5th.
Great admiral on Archipelago maps, seriously, the next Great Person is coming out shortly and you can cross oceans 2000 years before anyone can, selling luxuries for money.
Honestly I think the Maya are getting screwed a bit since you cannot choose the same great person twice... I like to focus on GE and GS. If you choose a GP for example (rather than gain it through faith) then it will take you longer to spawn GE/GS in your cities. Yesterday playing one of the Vanilla CIVS (Russia) I spawned over 20 Great Persons, not including Great Prophets... it just seems like the Maya will not come close to spawning Great Persons u can better utilize to the degree as other CIVS.
I have no strict rule on this, and I've already played Maya a handful of times.
The best suggestion I can make is that any one of the Great People is a valid choice at that point. After all, you had to research Theology to start the count in the first place, and by then you may want an extra Great General, or need a Great Prophet to enhance a religion, or a Great Merchant to ally an important CS.
The one that is really hit or miss for me is choosing a Great Prophet from the UA. Why? Well, the Hagia Sophia, which can be built not long after Theology, gives you a free Great Prophet if you don't mind building it. And you generate extra faith in the first place from the UB, too. So sometimes I'll choose a Great Prophet right away, enhance (in rare cases, found) my religion, and use the extra faith the UB generates to buy Pagodas and what not. In other cases, I'll not bother to pick the Great Prophet until almost dead last, since I'm already earning extra faith anyways as Maya. It can go either way, depending on strategy.
GS first, the benefits of academy is huge.
Pop GE when you want wonder. I prefer to use GE for Pisa.
GProphet is situational. I pop GP in renaissance and make tile improvement for GP purchases.
GG when you going to war.
GM when you don't have better choices.
delay GA for awhile, when you would get nice boost from golden age.
GAdmiral if you want to explore ocean early, or don't choose him for the last.
