Best software to design video DVD's?

Any free or cheap software to make DVD's? Nice simple design to create scenes (can convert avi or mpg files to scenes), an opening image with menus, etc?

DVD Flick might work for you although I find it a bit simplistic.

If you need something else I'll see what I have.
