It's very early in the game (turn 18), I'm playing as the Aztecs and want to demand tribute from Kuala Lumpur, but my military power counts as 10 and my military near the CS as 0 although I have two Jaguars and one is standing right at the border. Under normal cisrumstances that should be enough to demand money on King.
The military near City-State modifier stays at 0 even when I'm trespassing.
Update: I was able to demand tribute after my third Jaguar was finished and near the CS, but the power still looks lower than it should be. It appears that one of my units does not count.
