So I was thinking that maybe a better use for forts would maybe let them have a 1 tile circle of territory around them that can be used to acquire resources. The fort would basically be a 1 tile city with no production.
This would let more of the map be used without increasing the city count and also in terra maps the other continent might actually be used by the AI now and then. Conquering the fort would be possible through the same manner as a small city, and could be defended by the unit inside(which gave the defensive bonus as well)
I don't see any immediate downside to this, maybe to cut down on the number of forts have it give a 50% chance of being destroyed upon capture? I just would like a way to build far out "colonies" without having to invest in yet another city and delay all the national wonders. I think it'd add a lot to the game.
