I like warmongering. I like having lots of vassals. But vassals are always a pain, which sucks because I like to roleplay the cold war. Here are a list of things I think would be nice changes to have:
- allow stationing of air units in vassal cities
- vassals should not be able to spy on you
- allow units to move through vassal cities, pathfinding through their territory is a pain rn. If possible it would be great if you can station your units in vassal cities too
- you should recieve 1 of every unique military resource the vassal has unless they only have 1 of that resource
- you should always be able to purchase luxuries and military goods from them for cheap unless they only have 1 of that resource
- you should be able to have visibility in vassal territory as if it is your own land
- giving/liberating cities to vassals and gifting gold/luxuries when requested should boost vassal loyalty
- if a vassal breaks free, if you declare war and earn 100 warscore you should be able to revassalize them
- if a vassal breaks free and you let them go, there should be a turn limit before you can declare war on them like a peace treaty
- there should be no turn limit to when a vassal can break free or be subjugated, though they should have a temporary loyalty boost when vassalated so they dont break free immediately unless you treat them really badly. This also gives more opportunities to liberate vassals of rival civs.
- if you capture the last city of an enemy vassal, you should have the opportunity to liberate the civ or turn it into a vassal for you
- you should be required to manage vassal empire happiness, their empire happiness should effect their loyalty
- vassals should not be able to vote against you, at most they should abstain if they dont agree with a congress vote, vassals should also have a penalty to world congress votes (like -50%)
- fix a bug where when a vasssal breaks free, the free diplomat in the city becomes a free spy for you to use
- returning cities to civs by trading the city to them for nothing should improve global civ oppinion.

What do you guys think of these suggestions?

Agree with lacking of visibility in vassal territory, it absolutely must.
Also every time i DOW some civ planning to vassalize them this specific civ fall to another suzerain diplomatically during this war and all you can do now - just eat them all. You cant revitalize them later granting them their own cities and making vassal, you cant tranfer their vassalage from their suzerain to you through peace deal.

- allow stationing of air units in vassal cities
- vassals should not be able to spy on you

Great list overall. The air units change would be especially wonderful. Vassals not being able to spy on you is the only one from your list I disagree with. I think it's worth having vassals slyly attempt to get their empires up to speed at their master's expense. It just shouldn't be overt like how voting against their master's interest in the WC is.

- allow stationing of air units in vassal cities
I agree but I think the problem is that the slots are personal, just as you dont get your vassals supply cap to add to yours.
If you put planes there the vassal have no place to put planes.
- you should be able to have visibility in vassal territory as if it is your own land
I agree with this 100%.
- allow units to move through vassal cities
yes this is annoying would be nice if changed.
- vassals should not be able to spy on you
Disagree, they are forced to be at your dominance.
- you should recieve 1 of every unique military resource the vassal has unless they only have 1 of that resource
Would be cool if the free units from vassals at new era was UUs.
- fix a bug where when a vasssal breaks free, the free diplomat in the city becomes a free spy for you to use
Disagree, extra spies can be powerful and vassals breaking free should be bad not a net positive thing.

I liked the mechanic in Civ 4, where you could tell a vassal which city to attack. Don't know if something like this could get implemented, though (and the opinions on that).
