The problem
Current UU argument comes from random maps: English Man-o-War is no use if you're land-locked, the Indian War Elephant is illogical if you don't have elephants/ivory, and I'm sure you can think of many more dubious scenarios..
The solution..
Any suggestions? I think UU should be associated with heroes, but I'm not sure how it should work. Here's an idea though:
If your elite unit wins combat and you get a hero... Then an option should be to trade the hero to unlock the UU associated with his former unit type. For example: Elite Frigate -> Hero -> Man-O-War.
And in Civ3, why can't naval units make heroes like Horatio Nelson? The British do seem to get a raw deal..
