... 19 Elvii (who will be producing enough luxuries to make all the other normal citizens happy) then Elvis number 20 or citizen number 40 will have no effect whatsoever.
I was hoping folks might notice that there is indeed no effect... none at all. not even luxuries!!!! He is an Elvis, which is "supposedly" supposed to contribute luxuries to your city each turn.... but he does not. He's nothing, except an empty head! Try it out & you'll see. Not even a size 100 city will have a single goblet from citizens past a certain number (I can't yet say that particular number because it would ruin the answer to another of the questions!).
So you have the right answer, but citizen #40 does not even do his job for the city and the empire of entertaining. Just an airhead

There is no particular practical application to this question. It's just something mildly interesting to note as a Civ 2 pecularity that I've noticed when growing really big cities.
