Big Brother is Watching YOU Scenario (inspired in 1984 by George Orwell)

Hey everyone! Although I've been checking the forums for quite some time now, I've only created an account recently, and have no experience whatsoever creating scenarios. That's why I would like to ask for help from you guys creating a scenario that I really think could be kinda cool... A 1984 scenario, based on the novel by George Orwell. I'm gonna share my thoughts on this scenario. I'd like to set the scenario on a big map, without it actually being huge, since there would only be 3 players, each one with a ton of cities:
- Oceania ; its core territories are the Western Hemisphere, the British Isles, Australasia and Southern Africa.
- Eurasia ; its core territories are Continental Europe and Russia, including Siberia.
- Eastasia ; its core territories are China, Japan, Korea, and Indochina. (this last one should have bigger cities, since it's supposed to have a huge population, according to the book, and also to make up for it's smaller size).
Check the map in annex for an approximative idea of the territory of each faction.
The rest of the world, a rough parallelogram with its corners at Tangier, Brazzaville, Darwin and Hong Kong, should be composed of highly populated city states, containing multiple worker units but no military units, devastated by nuclear war. The three superpowers would use them as a huge open battlefield.

In terms of units, I think game units are pretty much sufficient, with an exception: the sea fortresses, a sort of combined super strong battleship and submarine missile launcher. Since they're power would be unmatched in the sea, they should be pretty expensive to build, requiring at least two units of oil or may one of oil and one of uranium. Possible unique units for the other two factions could be envisioned as well. Maybe a sort of very cheap infantry for the Eastasia and some stronger tanks for Eurasia. When it comes to structures, I would like to create four new national wonders, each one corresponding to one of the Ministries. For example, the Ministry of Peace, would provide a bonus to Military Units. Maybe old National Wonders could be reformed.

When it comes to religion, it should definitely be disabled. I don't know about culture, but I think it should be disabled too, since arts and literature are practically abolished in the book, and on a practical level it could distract the player as well as the AI. If it were to stay, a different tree would have to be designed. Science should be slowed down a lot, to match the reality in the book, and research agreements as well as great scientists eliminated, so that the AI could not out-run the player in research. Major cities should be highly productive, focusing on cranking military units. Maybe the Strong Economy mod would be interesting to increase production.

When it comes to happiness, there's something that might be difficult but I think it would be cool: instead of the positive effects that happiness brings, it should bring disadvantages, since a happy populace goes against the Party's will (for example, -10% production), whilst unhappiness would bring positive effects (for example, units fight better against foreign units).

Finally, when it comes to military, all factions should have pretty strong forces and be armed with an important nuclear arsenal to unleash destruction on the earliest stages of war (although major cities should be equipped with bomb shelters, for reality purposes and for strategic purposes as well). However, no bombers should be allowed, since it's explained in the book they were replaced with missiles (that should btw be cheaper).

Well, I guess that's all guys. I would really like to find someone willing to help build this project, most of all in the grafics department, since it would be nice to give each faction it's own icon and maybe even leader image. There are only 3 factions, so it should prove a lot less daunting then a WW2 scenario, for instance. I am totally open to discuss the reasons behind any of my ideas, fully supported in the book itself.

Well, thanks dude! the thing is, I just don't have a clue on how to design units or civilizations... If someone was willing to help out with that, I think I could handle the map part. :|
