bit of a problem

sorry new here and didn't know where to post this, i have abit of a problem with one of my games that is getting very annoying, it won't let me turn off mobilization, dunno why, i changed governments twice clicked on it multiple times and i am stumped, is this a bug? or am i just a ignoramus?

Once you turn on mobilization, it won't end until you make peace. That means that if you enter mobilization during peacetime, you will need to have a war and then end that war in order for the mobilization period to end.

I, too, had bad experience with War time. So I try not to switch to it. Was this repaired in C3C and PTW?

If it could be turned off and on at will, everyone would always be in mobilization only to get the production boost.
