The formation of a new Bureau

In an effort to increase the efficiency of our intelligence and police force cooperation, they are henceforth merged into the Nederlandsche Onderzoeksdivisie (Dutch Research Division, NOD). The goals of NOD are simply to effect a more efficient cooperation to find criminals, rabble-rousers and terrorists. The NOD is willing to cooperate with foreign forces to this extent.

We, the protectors of the Mexican people, have agreed to:

The formation of a Government of National Unity comprising the Empire of Mexico, the State of Sonora, the State of Vera Cruz, the State of Rio Grande and the Mexican Republic.

The establishment of a Cabinet, to advise the Throne, which will include representatives from all members of the Government of National Unity.

The recognition of the existing governments of the signatories as the law governments of the areas under their respective control...

The establishment of a national army, including confirmation of the existing force structures of the member states...

To recognize the religious policies of the states currently in force...

The need for land reform, inclusive of changes made on the ground, and recognition of change in tenure, and legal recognition of communities and commons as currently constituted, with landowners to be compensated from the government.

The need to recognize the importance of education, through the establishment of an education system, to be provided free of charge to all.

The need to support the common welfare, through the extension of agricultural loans on favorable terms, support for irrigation, the digging of wells, &etc.

The rights of tenants, including limits on rents, in kind or cash, to landlords....

Goddamn it, now how am I supposed to get orders in within twenty four hours? This changes everything.
 
I'd have thought the fact that I'm now involved and can roll more troops into Mexico than there are standing soldiers and reserves on both sides of the Civil War without breaking a sweat might have changed things more. :dunno:

By the will of her Grace the Queen, we are at war. Her Majesty's Loyal Government exists to serve her will and the will of her subjects, and we shall carry out that will with unrelenting force. The wars that ravage the globe shall not be allowed to impact the citizens of this great nation, and thus, we declare that the full might of the Royal Navy will enforce peace on the high seas. Furthermore, with regards to the passage of materials on British ships across the Pacific, the government announces a moratorium on British shipping of German goods across the Pacific into the South American theatre. Regardless of the official stances of governments involved, the British Empire desires no involvement in the potential shipping of arms to Socialist rebels. British merchant ships shall not carry German goods across the Pacific until the cessation of hostilities in Brazil.

Finally, the British government affirms and reinforces its friendship and camaraderie with the state of Argentina. Having regard to the situation in Mexico and desirous of peace, stability and growth in our near neighbour, the United States Government has accepted an exchange of diplomatic notes, through the good offices of the French consul in New Orleans. The mutual terms agreed between the United States Government and the Government of the Oxacanan Commune for the resolution of the present conflict, with honour are as follows:
  • Military personnel of the Oaxacan Commune will lay down their arms.
  • A general amnesty will be offered by the Government of National Unity to all Commune military personnel who lay down their arms and civil servants and functionaries, with prejudice.
  • The Government of National Unity will also allow a certain number of Oaxacan to join the newly constituted Ejército Mexicano as a gesture of good faith.
  • The Oaxacan officials and military personnel who desire to leave Mexico will be allowed to leave for a neutral country under the express protection of the President of the United States.
  • The United States will immediately withdraw 200,000 troops, excluding 50,000 troops in Northern Mexico to support the Ejército Mexicano in supressing the bandit problem and a garrison of 50,000 left in Vera Cruz to ensure the terms are fulfilled.
  • The United States will provide any and all assistance required by the Government of National Unity to facilitate an orderly, non-violent transfer of power.
  • The United States will provide the Government of National Unity with 30 EP to help with national reconstruction, with subsequent assistance provided based on need.
  • The Oaxacan Commune are to request that their Central American allies leave Mexico. The United States will withdraw its blockade of Central America should this condition be met.

The United States requests that the Government of National Unity accept the peace as presented, and notes that the goals and interests of the United States are satisfied by the agreement.

The United States at the request of the Brazilian Imperial Government has decided to intervene in Red Brazil to restore order and root out the Communist menace.

The United States is currently blockading Red Brazil, Central America and the Commune. The United States is also requiring all ships, excluding British ships, sailing to Argentina to submit to a search in a neutral port for contraband intended to support Red Brazil. The United States has also undertaken to intern such German shipping as the United States Navy finds on the high seas due to its belligerent hostility on the Continent.

The Democratic Socialist Republic of Mexico fully agrees to these measures and submits this addendum to the outlined plan - socialists will enjoy the rights guaranteed to all Mexican citizens without infringement, although known socialists may not form their own party or run for national government.

The true Anarchist Cause rejects the Commune's surrender to the hated United States. It calls upon all forces of the Commune to mutiny and take up arms against the puppets of International Capital and Autocracy that tyrannise all people!

Well I'm pretty sure that this gonna be an interresting update.

The Royal Guard is already pretty busy and the smoke pillars in Bukarest are telling his majesty that they are doing good work.
I'm pretty sure that the stability problems will be solved by the end of this year. Or they will at least be pretty decimated.
