Blast radius and strength of an ICBM?

I know the blast radius of an ICBM is 3x3 tiles, but is the damage the same in all 9 tiles, or is the damage concentrated primarily in the center tile and the surrounding tiles receive less damage? I'm asking because of Tactical Nukes primarily, which have a limited range so if the damage is stronger in the center than in the surrounding tiles then I have to pick my targets more carefully for Tactical Nukes.

Nuke damage is the same in all tiles it affects. Note that cities can use improvements to reduce the damage however, so this might not appear to be the case if they put up bunkers and whatnot.

Only differences between ICBM and Tac are range/cost.

Launch ICBMs in groups of 3 for maximum effectiveness (and big explosion).
