Block Culture Victory

Is there any way to block another Civ from a culture victory besides military action? There are good ways to block the religious and science victory conditions without war, but I don't see anything obvious for culture besides taking the cities.
 
You can have a strong culture of your own.
You can try to get a joint war going on the culture leader. This cancels trade routes and prevents open borders. Try to get the culture leader to DoW you so that they get denounced by the rest of the AIs, thus closing borders.
 
You also can use spies to steal great works. But that will just slow the enemy a bit and from my experience it is quite hard to succeed at.
 
You can try to nab those Great People, Wonders and Artifacts before the AI. Sell them to people farther away from Culture Victory to free space and earn good gold.

Probably not optimal play for your victory type, but you need to defend against other victories to win anyway.
 
Usually expanding a lot will prevent the culture victory with minimal efforts, just make sure to build a monument in every city (or play Trajan ofc) and more pop also gives more culture. Your culture income is the main defense against foreign Tourism.

Some wonders will go a long way too, they give you some tourism (not sure exactly how it's calculated, later era seems to be more tourism yield though.) so go for some wonders to boost whatever victory you are going for.

You can close borders and end your trade routes to that civ, both of those are really big modifiers to their tourism towards you.

One merely places a city nice and close to the well educated neighbour in a defensible position. Ideally with the ability to look weaker than one can be in a few turns through upgrades and 1 turn until city walls etc. Then one should denounce said cultural fop and generally upset with intentional fail on spies and befriending their enemies etc etc. It is a matter of time before these brutes surprise you with a war, but with your best endeavours to build walls and generally lay waste to their troops one will gain a peace with them without taking their cities. Ideally taking some of their art would be nice if possible but the main damage is done in the most subtle of ways.

Because said fancy pants cultural wizzes declared war on you denouncements will rain upon them from the heavens closing all borders and generally slowing down their cultural rush.

If this will not be enough then pillage their cultural buildings without taking cities... it is taking cities that truly gives WM points. If one is amenity rich as one should be then prolong the war until they are in misery not able to trade amenities because of general hate around the world. They are in a wrecked position now or should be. They will recover but will have lost a lot of ground

Rinse and repeat or start pushing out the culture to defend against their tourism.
